Martyn’s Law (Terrorism (Protection of Premises) Act 2025)

This page provides a brief overview of what Martyn’s Law means for business and event organisers in Tunbridge Wells and where you can find official guidance.

Martyn's Law, also known as the Terrorism (Protection of Premises) Act 2025, introduces new duties to help protect the public from the threat of terrorism in certain publicly accessible premises and events based on capacity.

It applies to venues such as pubs, restaurants, entertainment venues and temporary events, with different requirements for premises accommodating 200 to 799 people or more. It requires businesses and event organisers in the UK to improve security preparedness and take proportionate steps to protect the public from terrorist attacks.

The legislation uses a tiered approach based on the maximum number of people reasonably expected to be on the premises.

  • Standard Tier (200–799 capacity)
  • Enhanced Tier (800+ capacity & qualifying events)

The Act is commonly known as ‘Martyn’s Law’ in recognition of Martyn Hett, one of the 22 victims of the of the Manchester Arena attack in 2017.

The Security Industry Authority (SIA) will enforce the regulatory functions of the 2025 Act.  Alongside standard government guidance, the SIA will issue its own specific instructions, including statutory guidance under section 12 of the Act.
