Joint Independent Remuneration Panel vacancy


Applications are invited from members of the public for a vacancy on the Joint Independent Remuneration Panel (JIRP), which considers Members’ (Councillors’) allowances for:

  • Sevenoaks District Council
  • Tonbridge and Malling Borough Council
  • Tunbridge Wells Borough Council

Each Council is required to have an independent panel to consider and advise on the level and type of allowances to be paid to its Members. The Panel considers and makes recommendations about the level of allowances that should be paid. Arrangements are in place for the three Councils to share a Panel.

Once appointed, the Panel will consist of three members of the public appointed for eight years. At present, one position on the Panel is vacant.

An allowance is paid to Panel members of £15.74 per hour. Meetings of the Panel can be held in the evenings or during office hours to suit the convenience of those appointed. The Panel need to meet as often as necessary to formulate a report on Members’ allowances for each of the Councils.

It is important to highlight that this is not a job, it is a casual appointment that operates on a task and finish basis as and when required. An indication of the likely commitment each month varies dependent on the requirements of each Council, but as an example, when pulling together a report this would typically require 10 to 12 hours a month. However, there will be periods of time when the Panel is not required to undertake any work for the Councils.

Meetings with Officers and Councillors at each Council are carried out either online or in person, and this is determined by each Council individually. Previous committee experience would be an advantage but is not essential.

You will not be eligible to apply if you are:

  • a co-opted or elected Member of any local authority
  • a co-opted Member of a Committee or Sub-Committee for any local authority
  • disqualified from being or becoming a Member of a local authority
